Go to the following site and Click on the Download as shown in below image.

Select the file SQLFULL_ENU.iso file and click NEXT as shown in below screenshot.

Download starts as shown in below screenshot

Once you have downloaded the SQL Server in ISO format file, you can extract the files from ISO using WINRAR software.
